Exemption in practice. A quantitative look at the right to be exempted in Norwegian schools
This article examines how the right to lifestance-based exemption appears in reported Norwegian school practice. Based on a digital survey of 555 teachers and school leaders, it maps where exemption requests arise, how they are handled, and what kinds of uncertainty shape implementation. The findings show that exemption is not confined to religious education or school religious services. Requests are reported across subjects and school activities, especially in relation to food practices, bodily participation, religiously marked traditions, and contested curriculum content. Most reported requests are granted, but accommodation varies considerably. School religious services remain the clearest site of majority-Christian bias, while requests in Food and Health and Physical Education illustrate how formally common activities may create disproportionate burdens for some pupils. Read through Laborde’s concept of integrity-protecting commitments, the findings suggest that exemption functions as a practical mechanism for negotiating the relationship between shared schooling and individual conviction. At the same time, the Norwegian scheme’s legal distinction between exemption from activities and continued obligation to meet competence aims makes exemption a matter of educational redesign rather than withdrawal. The article therefore shows exemption as a legal safeguard, an integrity-protecting measure, a pedagogical challenge, and a lens on majority norms.
