Formal compliance with centralized education standards does not guarantee that policy intent reaches the classroom. This study examines this implementation gap by integrating Instructional Leadership Theory with Street-Level Bureaucracy to explain how managerial behavior shapes the translation of centralized policy into localized institutional performance. Using a quantitative descriptive-correlational design analyzed through one-way ANOVA with Scheffé post hoc tests, Pearson product-moment correlation, and multiple regression, the study analyzes multi-stakeholder data from 678 administrators, teachers, and students across the Schools Divisions of Samar Island, Philippines. The findings reveal significant divergence in stakeholder assessments of school conditions, particularly between administrators' evaluations and students' perceptions of the learning environment. More importantly, adaptive managerial behaviors—including decentralized decision-making, flexible problem-solving, and instruction-focused supervision—emerged as the strongest correlates of perceived managerial effectiveness within the competency framework, more so than tenure- or compliance-based indicators, although this association is partly definitional given that managerial effectiveness is itself derived from the same competency ratings. These findings challenge the assumption that successful decentralization can be inferred from administrative compliance with centrally prescribed standards. Instead, they indicate that the effectiveness of decentralized education systems depends on administrators' capacity to exercise adaptive discretion while maintaining instructional alignment. The study extends Instructional Leadership and Street-Level Bureaucracy perspectives by positioning managerial discretion and stakeholder perception as mechanisms through which policy intent is translated—or fails to translate—into school-level outcomes in resource-constrained settings.
