Struggling readers are a persistent concern in Philippine elementary education, yet research has largely examined student reading outcomes rather than the professional, emotional, and instructional experiences of the teachers who support these learners in resource-constrained, multilingual classrooms. This study investigated the lived experiences of elementary English teachers in identifying and supporting struggling readers, and how they adapt their pedagogy and negotiate contextual barriers. Transcendental phenomenological design was employed. Fifteen proficient public elementary English teachers in Baguio City, Philippines, were selected through criterion purposive sampling and interviewed using semi-structured, face-to-face interviews. Transcripts were analyzed using Braun and Clarke’s six-phase thematic analysis, and trustworthiness was supported through member checking. Four themes emerged: (a) diagnostic triage through standardized literacy assessments, (b) pedagogical flexibility and differentiated scaffolded instruction, (c) ecosystemic collaboration via remedial and peer networks, and (d) socio-contextual barriers, including parental illiteracy and resource constraints. The findings suggest that Vygotskian scaffolding must be extended to account for ecological and linguistic barriers in post-colonial multilingual classrooms, because its effectiveness is bounded by the educational and socioeconomic capital of the home. Implications for teacher professional development, curriculum localization, language-in-education policy, and parental partnership are discussed.

This study aims to analyze the implementation of the Blue Ocean Strategy in creating value innovation for Islamic education services at MTs Azzakiyyah, Bandung Regency. Employing a qualitative approach with a mini-study design, data were collected through interviews, observation, and documentation involving madrasah stakeholders. The data analysis applies the Blue Ocean Strategy framework utilizing the concepts of Value Innovation, Strategy Canvas, the Six Paths Framework, and the ERRC (Eliminate, Reduce, Raise, Create) grid to formulate a future value profile via the To-Be Strategy Canvas. The analytical focus is centered on identifying and reconstructing critical value factors to create service novelty. Furthermore, this analysis explores the potential shift from a mere program orientation toward value creation that integrates academic excellence, Islamic values, character building, technology, creativity, and parental partnerships. In this study, the concept of an "Islamic Student Experience-Based Madrasah" is positioned as a proposed value innovation to be confirmed through empirical field findings rather than as a predetermined conclusion. The findings are expected to provide strategic perspectives for developing Islamic education services that are adaptive to stakeholder needs, centered on meaningful student experiences, and firmly rooted in Islamic values and social well-being.

هدف این پژوهش تحلیل اجرای راهبرد اقیانوس آبی در خلق نوآوری ارزش برای خدمات آموزش اسلامی در مدرسه متوسطه اسلامی MTs Azzakiyyah شهرستان باندونگ است. این پژوهش با رویکرد کیفی و طراحی مطالعه کوچک انجام شده و داده‌ها از طریق مصاحبه، مشاهده و مستندسازی با مشارکت ذی‌نفعان مدرسه گردآوری شده‌اند. تحلیل داده‌ها با بهره‌گیری از چارچوب راهبرد اقیانوس آبی و مفاهیم نوآوری ارزش، بوم راهبرد، چارچوب شش مسیر و ماتریس ERRC (حذف، کاهش، افزایش، خلق) صورت گرفته تا نمایه ارزش آینده از طریق بوم راهبرد To-Be ترسیم شود. تمرکز تحلیلی بر شناسایی و بازسازی عوامل ارزش حیاتی به منظور خلق نوآوری در خدمات است. افزون بر این، این تحلیل به بررسی امکان گذار از رویکرد صرفاً برنامه‌محور به سوی خلق ارزش یکپارچه با برتری علمی، ارزش‌های اسلامی، پرورش شخصیت، فناوری، خلاقیت و مشارکت والدین می‌پردازد. در این پژوهش، مفهوم «مدرسه اسلامی مبتنی بر تجربه دانش‌آموز» به عنوان نوآوری ارزش پیشنهادی مطرح شده که صحت آن از طریق یافته‌های میدانی تجربی مورد تأیید قرار می‌گیرد و نه به عنوان نتیجه‌ای از پیش تعیین‌شده. انتظار می‌رود یافته‌ها دیدگاه‌های راهبردی برای توسعه خدمات آموزش اسلامی ارائه دهند که سازگار با نیازهای ذی‌نفعان، متمرکز بر تجارب معنادار دانش‌آموزان و ریشه‌دار در ارزش‌های اسلامی و بهزیستی اجتماعی باشد.
