Institutional pathways linking teacher education and professional development to instructional quality

Ari Kim Journal of Education for Teaching International Research and Pedagogy, 2026, pp. 1-21 https://doi.org/10.1080/02607476.2026.2743855

Teacher education and professional development (PD) are central institutional mechanisms for strengthening instructional quality, yet their relevance may differ for teachers working within versus outside their formal fields of preparation. Using questionnaire data from 1,324 mathematics, science, and technology teachers participating in the Programme for International Student Assessment (PISA) 2022, this study examines associations between teacher preparation, PD, employment conditions, and instructional practices designed to foster critical thinking, problem solving, knowledge transfer, and self-regulated learning. Results indicate that pedagogically oriented PD, particularly learning focused on curriculum and classroom practice, is positively associated with greater use of higher-order instructional practices among both in-field and out-of-field teachers. Among out-of-field teachers, advanced academic qualifications are additionally associated with greater emphasis on higher-order instructional practices, challenging assumptions that teaching outside one’s field of preparation necessarily constrains instructional quality. Differences by contract status further suggest that employment conditions afford opportunities to enact these practices. Collectively, the findings extend research on out-of-field teaching by demonstrating that teacher learning opportunities and organizational conditions matter more for instructional practice than field alignment alone. The study offers policy-relevant evidence for designing teacher education, PD, and employment supports for increasingly diverse STEM teaching workforces.

Out-of-Field Teaching and Special/Inclusive Education Positions in Australian Schools

Jennifer R. Stephenson; Coral Kemp Australasian Journal of Special and Inclusive Education, 2026, pp. 1-11 https://doi.org/10.1017/jsi.2026.10017

Abstract Due to the shortage of qualified special/inclusive educators in Australian schools, many students with disability are not taught or supported by a teacher with appropriate skills and knowledge. In this discussion paper, we argue that this problem is part of the larger issue of out-of-field teaching, but to date little attention has been paid to this contention. The specific skills and knowledge of qualified special/inclusive educators are unique to the specialisation and include both content and pedagogical knowledge, equivalent to the pedagogical and discipline knowledge of qualified maths or science teachers. Since out-of-field teaching can have deleterious effects on both teachers and students, we call for a clear definition of the knowledge and skills required for special/inclusive education positions, for actions to address the shortage of qualified special/inclusive educators, and for more research into the outcomes of employing unqualified teachers in special/inclusive education positions within the context of out-of-field teaching.
