Teacher Shortages: What can be learnt from Countries without a Teacher Shortage?

Ulrika Gidlund; Marcia Håkansson Lindqvist Athens Journal of Education, 2026, Vol. 13, Issue 4, pp. 703-726 https://doi.org/10.30958/aje.13-4-6

The teacher shortage is a global challenge. However, some countries are less prone to teacher shortages. The aim of this study was to examine three countries with little or no teacher shortage to explore what these countries do to attract and retain educated teachers. The three countries selected for this case study were Finland (Europe), Singapore, and the Republic of Korea (Southeast Asia). The data pertaining to these countries, as three specific case studies, come from policy documents, statistics, reports, and peer-reviewed articles. The themes in each case were thematically encoded and categorised by the described case context. The themes were identified deductively and strongly linked to the data. The results indicate that the teacher shortage and supply are related to teacher status and grounded in students’ performance and results, teacher training/education, systems for incoming and graduated teacher students, and support during their first years in their profession. Teacher status is seen as a loop in which higher teacher status leads to a lower likelihood of a teacher shortage. The conclusion is that attracting and retaining teachers is a multifaceted and complex process that is the result of many interacting aspects in each specific country’s context. Practice-based initial teacher education in alternative teaching certification programs: A scoping review protocol

Gerardo Urra-Barra; Graciela Acevedo; Erich Leighton-Vallejos; Víctor Ruiz-González; Camila Díaz-Ibáñez PLoS ONE, 2026, Vol. 21, Issue 10, pp. e0360047 https://doi.org/10.1371/journal.pone.0360047

Given the shortage of specialized teachers, Initial Teacher Education requires alternative teacher preparation routes, such as Alternative Teaching Certification Programs, that allow the incorporation of professionals who already possess prior work experience into the educational system. However, this situation raises new challenges regarding the design and implementation of the teacher preparation model within these programs. Consequently, this study aims to map and synthesize the existing evidence on the characteristics of practice-based teacher education (PBTE) programs, understood as an approach in which professional learning is constructed through authentic, situated teaching experiences rather than primarily theoretical instruction, designed for individuals who already hold technical, bachelor’s, or professional degrees. The review will be conducted following the JBI (Joanna Briggs Institute) methodology for scoping reviews, and will be reported in accordance with PRISMA-ScR guidelines. Data extraction and synthesis will be structured around the JBI Participants, Concept, and Context (PCC) analytical framework. Database searches will be conducted in Web of Science (WoS) and Scopus, including studies published between 2009 and 2025 in English, Spanish, and Portuguese. The review will specifically examine program duration, mentoring structures, practicum design, institutional type, teaching strategies, and reported outcomes. This protocol has been registered in the Open Science Framework (OSF) and will be publicly available once approved.

Out-of-Field Teaching and Special/Inclusive Education Positions in Australian Schools

Jennifer R. Stephenson; Coral Kemp Australasian Journal of Special and Inclusive Education, 2026, pp. 1-11 https://doi.org/10.1017/jsi.2026.10017

Abstract Due to the shortage of qualified special/inclusive educators in Australian schools, many students with disability are not taught or supported by a teacher with appropriate skills and knowledge. In this discussion paper, we argue that this problem is part of the larger issue of out-of-field teaching, but to date little attention has been paid to this contention. The specific skills and knowledge of qualified special/inclusive educators are unique to the specialisation and include both content and pedagogical knowledge, equivalent to the pedagogical and discipline knowledge of qualified maths or science teachers. Since out-of-field teaching can have deleterious effects on both teachers and students, we call for a clear definition of the knowledge and skills required for special/inclusive education positions, for actions to address the shortage of qualified special/inclusive educators, and for more research into the outcomes of employing unqualified teachers in special/inclusive education positions within the context of out-of-field teaching.
