Envisioning Norwegian teacher education for public good professionalism: a curriculum policy analysis

Ciara Solheim; Tobias Christoph Werler Nordic Journal of Studies in Educational Policy, 2026, pp. 1-17 https://doi.org/10.1080/20020317.2026.2742560

Teacher education (TE) policy is often caught between preparing teachers as agents of social change and a narrow ‘teacher effectiveness’ paradigm. This article examines this tension in Norway, where egalitarian traditions meet global neoliberal accountability discourses. Analysing the pivotal Norwegian TE curriculum policy document, Stortingsmelding nr. 11 (Minstry of Education and Research, 2008–2009), the study uses the Public Good Professionalism (PGP) framework as an analytical lens to assess the extent to which the policy enables the development of teachers as transformative public good professionals. We employ an AI-assisted deductive content analysis using a multi-coder ensemble of nine GPT-4 assistants configured with diverse parameters (temperature and top_p) to provide a parametric stress-test of the coding scheme. Findings reveal a significant discrepancy between stated social equality goals and substantive content. Capabilities explicitly addressed in policy (e.g. Informed Vision) show high ensemble convergence but are instrumentally reframed, stripped of their transformative potential. Conversely, capabilities essential for social justice (e.g. Social and Collective Struggle) show the lowest convergence, reflecting their marginalization. The study concludes that the policy prioritizes a ‘proficient technician’ over a ‘public good professional’, revealing a fundamental structural barrier to socially just teacher education in Norway.

Character Education for Inclusive Leadership: A Systematic Review of Disability Inclusion, Racial Bias, and Gender Stereotypes in Schools

Muhammad Fikri Darmawan; Federico Tejeiro Jurnal Pendidikan Karakter, 2026, Vol. 17, Issue 1 https://doi.org/10.21831/jpka.v17i1.102334

Character education reform in Indonesia frequently stops at normative values without addressing three forms of marginalization that persist in schools: the exclusion of students with disabilities, racial-ethnic bias, and gender stereotypes in leadership. These issues are typically examined separately in the character-education literature, leaving no integrative framework linking character formation to the capacity to lead inclusively. This study aims to synthesize evidence on how character education can cultivate inclusive leadership that addresses ableism, racial-ethnic bias, and gender stereotyping in schools. The study employed a systematic literature review design following the PRISMA 2020 reporting guideline, searching international academic databases (Scopus, ERIC, Google Scholar, DOAJ) using combinations of the keywords character education, inclusive leadership, disability inclusion, racial bias in schools, and gender stereotypes in leadership, followed by staged screening and thematic synthesis of 26 eligible sources. The results reveal three principal findings: disability-inclusive school leadership requires explicit accountability mechanisms and teacher training rather than accessibility policy alone; anti-racial-bias interventions are most effective when integrated throughout curriculum and school leadership rather than delivered as standalone programs; and gender stereotypes in educational leadership persist through structural barriers rather than through women's diminished self-efficacy. This synthesis yields an integrative “character education for inclusive leadership” model positioning integrity, accountability, and an egalitarian orientation as the connecting character virtues across the three dimensions. The study concludes that character-curriculum reform in Indonesia needs to integrate disability literacy, anti-bias awareness, and gender-equitable leadership as one coherent whole rather than as separate modules

What does educational inclusion mean in theory and practice for learners with severe and profound learning disabilities?

Peter Imray; Nicola Clare Grove; Brahm Norwich Frontiers in Education, 2026, Vol. 11 https://doi.org/10.3389/feduc.2026.1903221

This paper is a dialogue between two experts in the field of the education of children and young people with severe and profound learning disabilities (SLD/PMLD) who address the question: What does educational inclusion mean in theory and practice for learners with severe and profound learning disabilities? The dialogue illustrates how concepts reflect a dynamic interaction between value positions and conceptual framing. Peter Imray argues that curricula for all do not work for all. He argues that even strong differentiation of the same curricula does not serve learners with SLD/PMLD well. But, he has become an inclusion believer, based on the teaching of specialised curricula in mainstream schools and that inclusion for all is an honourable ambition. Nicola Grove's starting point is that educational inclusion cannot be separated from societal inclusion because it is in schools where children learn who are their peers. She questions Imray's arguments for distinct curricula, which she attributes to questionable beliefs that “severe” and “profound” are distinguishable categories and that children with SLD/PMLDs learn in completely different ways to typical pupils. For her educational inclusion is a complex process and even with mixed outcomes evidence, inclusive settings do offer some positive gains. Partial inclusion is presented as a relevant concept when there are divergent concepts of inclusion. They both agree that: SLD and PMLD are lifelong conditions, educational inclusion is critical to societal inclusion, and those with PMLD and SLD are amongst the most marginalised in society. They both favour resource bases in community schools, staffed by skilled professionals, collaborating with mainstream teachers; investing in social and academic inclusion, with a flexible approach to when and how children learn. Brahm Norwich in his commentary interprets their ideas of inclusion as involving both learner engagement in what is personally relevant, but also about social participation in local schools. He suggests that the challenge of inclusion can be considered as finding a balance between these two aspects. His conclusion is that too much focus on the personal can risk an over-emphasis on ‘difference’ and too much focus on the social can risk an over-emphasis on the ’same'.

High burden of depressive symptoms among sexual and gender diverse persons in Brazil: The role of discrimination, internalized homonegativity, and race

Sexual and gender diverse (SGD) populations have historically faced restricted rights and systematic discrimination for deviating from the established hetero-cis-normative norms. This long-standing marginalization has a profound negative impact on health outcomes, including a heightened risk of developing mental health issues, such as depression. Understanding the health-disease process among SGD populations requires recognizing that discriminatory experiences, such as homophobia and transphobia, are not unidimensional, but operate synergistically with layered forms of discrimination, such as racism. We assessed depressive symptoms using the Patient Health Questionnaire-9 (PHQ-9) among SGD persons in Brazil using race as a stratification variable. We also evaluated the role of discrimination and internalized homonegativity on depressive symptoms, while adjusting for covariates. This was a cross-sectional online survey recruiting SGD persons aged 18 years or older, living in Brazil, through dating apps and social media. Overall, 6220 participants were included, 3749 (60.3%) White, 1685 (27.1%) Pardo and 786 (12.6%) Black. Mean scores of depressive symptoms was 8.8 (SD7.1), higher among Black (9.6; SD 7.5) and Pardo (9.3; SD 7.2) than White (8.4; SD7.0) (p < 0.0001). Considering a PHQ-9 cut-off of ≥10 points, more Black and Pardo participants reported depressive symptoms than White participants (38.5%, 38.1%; 32.3%, respectively). In multivariable linear regression models, higher discrimination score and younger age were associated with higher scores of depressive symptoms for all races. Additionally, internalized homonegativity and lower income were associated with higher depressive symptoms scores for Pardo and White, but not for Black participants. To effectively address vulnerability to depression among SGD populations, it is essential to establish approaches that consider the intersections between different forms of oppression. This includes policies that tackle racism, homophobia, and transphobia, as well as investment in accessible mental health services.

Using Womanism Counseling to Support Black Girls

Natoya Haskins; Janise S. Parker; Courtney Chester; Aaliyah Bond‐Richardson; Melanie Calhoun; Raven Cokely; … Journal of Counseling & Development, 2026, pp. jcad.70068 https://doi.org/10.1002/jcad.70068

ABSTRACT Black girls have had to navigate adultification, criminalization, and marginalization at significantly higher rates. The application of frameworks rooted in womanist tenets has the ability to create safe and affirming spaces that can empower Black girls and foster resilience while promoting their socioemotional development. Consequently, the authors explore how womanism can be integrated into mental health practices to support the academic, social, and personal development of Black girls. Five womanist‐based strategies are presented: building communal connections, developing critical consciousness, engaging in creative expression, embracing holistic well‐being, and pursuing empowerment and leadership. Implications and research recommendations are discussed.
