This study aims to evaluate teacher performance at SD Inpres 21 Ambon using the CIPP Evaluation Model (Context, Input, Process, Product) developed by Stufflebeam. An evaluative approach with mixed methods was employed. The research subjects comprised 14 teachers, 1 principal, 2 curriculum coordinators, and 90 students selected purposively. Data were collected through questionnaires, in-depth interviews, observations, and documentation. The results indicate that: (1) the context dimension is in the good category (80.1%), reflected by alignment between the school vision-mission and teacher development programs; (2) the input dimension is in the sufficient category (63.8%), showing that most teachers meet academic qualification standards, yet instructional support facilities remain limited; (3) the process dimension is in the good category (75.6%), indicating systematic instructional delivery despite variation in methods and media; and (4) the product dimension is in the good category (78.2%), as evidenced by adequate student learning outcomes and stakeholder satisfaction. Overall, teacher performance falls in the good category (74.4%), yet improvement is still needed particularly in the input dimension.

Out-of-Field Teaching and Special/Inclusive Education Positions in Australian Schools

Jennifer R. Stephenson; Coral Kemp Australasian Journal of Special and Inclusive Education, 2026, pp. 1-11 https://doi.org/10.1017/jsi.2026.10017

Abstract Due to the shortage of qualified special/inclusive educators in Australian schools, many students with disability are not taught or supported by a teacher with appropriate skills and knowledge. In this discussion paper, we argue that this problem is part of the larger issue of out-of-field teaching, but to date little attention has been paid to this contention. The specific skills and knowledge of qualified special/inclusive educators are unique to the specialisation and include both content and pedagogical knowledge, equivalent to the pedagogical and discipline knowledge of qualified maths or science teachers. Since out-of-field teaching can have deleterious effects on both teachers and students, we call for a clear definition of the knowledge and skills required for special/inclusive education positions, for actions to address the shortage of qualified special/inclusive educators, and for more research into the outcomes of employing unqualified teachers in special/inclusive education positions within the context of out-of-field teaching.
