This study aims to describe and analyze the management of parental participation in improving school quality in schools with limited student enrollment in Pugung District, Tanggamus Regency. The research focuses on the planning, organizing, actuating, and controlling (POAC) aspects of parental participation, supporting and inhibiting factors, and the school’s efforts to enhance sustainable parental involvement. A qualitative approach with a descriptive design was employed. Research participants included principals, teachers, school committee members, and parents. Data were collected through interviews, observations, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that parental participation management has not been systematically implemented. In the planning stage, parental involvement remains limited to specific activities. The study highlights the necessity of structured and sustainable participation management to support quality improvement in schools with limited student enrollment. هدف این پژوهش توصیف و تحلیل مدیریت مشارکت والدین در بهبود کیفیت مدرسه در مدارسی با ثبت‌نام محدود دانش‌آموزان در بخش Pugung، شهرستان Tanggamus است. تمرکز پژوهش بر جنبه‌های برنامه‌ریزی، سازماندهی، هدایت و کنترل (POAC) مشارکت والدین، عوامل تسهیل‌کننده و بازدارنده، و تلاش‌های مدرسه برای ارتقای مشارکت پایدار والدین است. رویکرد کیفی با طرح توصیفی به کار گرفته شد. مشارکت‌کنندگان پژوهش شامل مدیران، معلمان، اعضای انجمن اولیا و مربیان و والدین بودند. داده‌ها از طریق مصاحبه، مشاهده و اسناد جمع‌آوری و با استفاده از تکنیک‌های کاهش داده، نمایش داده و نتیجه‌گیری تحلیل شدند. یافته‌ها نشان می‌دهد که مدیریت مشارکت والدین به‌صورت نظام‌مند اجرا نشده است. در مرحله برنامه‌ریزی، مشارکت والدین همچنان به فعالیت‌های خاصی محدود می‌شود. این مطالعه بر ضرورت مدیریت ساختارمند و پایدار مشارکت برای حمایت از بهبود کیفیت در مدارسی با ثبت‌نام محدود دانش‌آموزان تأکید دارد.

This study aims to analyze the implementation of School-Based Management (SBM) at SD Negeri 1 Banding Agung from the perspective of management functions POAC (Planning, Organizing, Actuating, and Controlling) and its alignment with the Regulation of the Minister of Education, Culture, Research, and Technology Number 47 of 2023. This study employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation involving the principal, teachers, and the school committee as research subjects. The findings indicate that the implementation of SBM at SD Negeri 1 Banding Agung has been carried out fairly well. In the planning aspect, the school develops work programs and the School Activity and Budget Plan (RKAS) through a participatory process involving relevant stakeholders. Therefore, strengthening collective commitment, enhancing human resource capacity, and optimizing the roles of all school members are necessary to ensure a more effective and sustainable implementation of School- Based Management. این پژوهش با هدف تحلیل اجرای مدیریت مبتنی بر مدرسه (SBM) در دبستان SD Negeri 1 Banding Agung از منظر کارکردهای مدیریتی POAC (برنامه‌ریزی، سازماندهی، هدایت و کنترل) و میزان انطباق آن با آیین‌نامه وزیر آموزش، فرهنگ، پژوهش و فناوری شماره ۴۷ سال ۲۰۲۳ انجام شده است. این پژوهش با رویکرد کیفی و روش توصیفی صورت گرفته است. داده‌ها از طریق مصاحبه‌های عمیق، مشاهده و اسناد با مشارکت مدیر مدرسه، معلمان و کمیته مدرسه به عنوان افراد مورد پژوهش گردآوری شده‌اند. یافته‌ها نشان می‌دهد که اجرای SBM در SD Negeri 1 Banding Agung به طور نسبتاً مطلوبی انجام شده است. در جنبه برنامه‌ریزی، مدرسه برنامه‌های کاری و برنامه فعالیت و بودجه مدرسه (RKAS) را از طریق فرآیندی مشارکتی با حضور ذینفعان مرتبط تدوین می‌کند. بنابراین، تقویت تعهد جمعی، ارتقای ظرفیت منابع انسانی و بهینه‌سازی نقش تمامی اعضای مدرسه برای تضمین اجرای مؤثرتر و پایدارتر مدیریت مبتنی بر مدرسه ضروری است.

This study aims to describe and analyze the implementation of school leadership in improving management standards at SMP Negeri 1 Kotaagung. The research focuses on planning, implementation, supervision, and evaluation carried out by the principal in meeting school management standards. This study employed a qualitative approach using a case study method. Data were collected through in-depth interviews, observations, and document analysis. The data were analyzed using the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing, with validity ensured through source and technique triangulation. The findings indicate that school leadership implementation is carried out through work program planning aligned with the school’s vision and mission, strengthening coordination with teachers and administrative staff, and systematic supervision of school administration and management. Participatory and communicative leadership has contributed significantly to enhancing the effectiveness of school management, particularly in planning, organizing, and evaluating programs. In conclusion, visionary, collaborative, and consistent school leadership plays a significant role in improving school management standards. The implication of this study highlights the importance of strengthening principals’ managerial competencies and fostering a collaborative work culture to achieve effective and sustainable school governance. این پژوهش با هدف توصیف و تحلیل اجرای رهبری مدرسه در بهبود استانداردهای مدیریت در SMP Negeri 1 Kotaagung انجام شده است. تمرکز پژوهش بر برنامه‌ریزی، اجرا، نظارت و ارزیابی است که توسط مدیر مدرسه در راستای تحقق استانداردهای مدیریت مدرسه صورت می‌گیرد. این مطالعه با رویکرد کیفی و با استفاده از روش مطالعه موردی انجام شده است. داده‌ها از طریق مصاحبه‌های عمیق، مشاهده و تحلیل اسناد گردآوری شده‌اند. تحلیل داده‌ها با استفاده از مدل تعاملی Miles و Huberman شامل کاهش داده، نمایش داده و نتیجه‌گیری انجام شده و روایی از طریق مثلث‌سازی منبع و روش تضمین گردیده است. یافته‌ها نشان می‌دهد که اجرای رهبری مدرسه از طریق برنامه‌ریزی برنامه‌های کاری منطبق با چشم‌انداز و مأموریت مدرسه، تقویت هماهنگی با معلمان و کارکنان اداری و نظارت نظام‌مند بر امور اداری و مدیریتی مدرسه صورت می‌گیرد. رهبری مشارکتی و ارتباطی نقش قابل توجهی در افزایش اثربخشی مدیریت مدرسه، به ویژه در برنامه‌ریزی، سازماندهی و ارزیابی برنامه‌ها داشته است. در نتیجه، رهبری مدرسه با رویکرد آینده‌نگر، مشارکتی و مستمر نقش مهمی در بهبود استانداردهای مدیریت مدرسه ایفا می‌کند. پیامد این پژوهش بر اهمیت تقویت شایستگی‌های مدیریتی مدیران و ترویج فرهنگ کاری مشارکتی برای دستیابی به حکمرانی مدرسه‌ای اثربخش و پایدار تأکید دارد.
