This study examines citizenship education as a contested pedagogical space within settler colonial states. It focuses on tensions between state commitments to reconciliation and immigrant naturalization systems dependent on settler state legitimacy. To do so, it draws on interviews with adult educators in Vancouver, Canada, on the unceded traditional territories of the xwməθkwəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations. Using street-level bureaucracy theory, it frames citizenship educators as frontline actors navigating unresolved policy contradictions. ‘Downloading’ is conceptualized as a form of policy displacement through which reconciliation is publicly acknowledged but incompletely institutionalized, shifting responsibility for making this contradiction governable onto community-based adult educators. Three interrelated dimensions of downloading are identified: epistemic, moral, and affective-temporal. Rather than read this gap as a failure of policy implementation, the paper argues that downloading functions as a mechanism through which settler colonial citizenship is itself operationalized by re-stabilizing settler state legitimacy. Beyond adult citizenship education, the analysis offers a broader framework for decolonial and anti-racist education scholarship, including K–12 contexts, by highlighting how symbolic political commitments can redistribute responsibility while leaving institutional contradictions intact.
Time poverty plagues schools worldwide. Current research has focussed on the quantitative analysis of accumulated tasks and duties that serve as the symptoms of a phenomenon known as time poverty. Every school is home to a similar yet unique set of complex, hidden temporal patterns created by different and often conflicting social calendars that combine to influence the rhythm of school life for teachers and students alike. The need for these social calendars to structure school time-and-place arrangements inevitably leads to the formation of the temporal paradox of schools: that to function effectively, time must be fixed; yet to succeed, time needs to be fluid. Rhythm analysis and a taxonomy for understanding the subjective experience of time provide novel lenses through which to reconceive time poverty in schools not solely as a quantitative problem, but instead as contextually specific temporal arrythmia. Activity theory provides an analytical framework to be paired with a new taxonomy of temporal experience to create a novel analytical tool to reframe time poverty in the context of teacher workload and develop a temporal empathy for the purposes of meaningful – school-based – intervention.
Significant investment into school building across the Eurocentric world in the 21st century attests to the assumed transformative potential of school architecture. A new generation of school buildings intends to support emerging pedagogies by shifting from teacher-led school environments to student-centred learning environments. The flexible and adaptable architecture aims to foster student agency, self-directed learning and freedom of movement by providing spaces beyond constant conventional surveillance. However, existing research suggests that transforming school buildings doesn’t eliminate the element of control within schools but merely changes its forms. This article offers additional insight into various mechanisms of control emerging within institutionally structured environments. In an ethnographically grounded approach in Finland, we explore how the new school architecture, the conventional school institution, and the children at school shape and transform one another (with)in practices of control. We argue that these three elements become both actors and sites of control though a complex dynamic of producing each other relationally. We propose that the new school spaces – intended to move away from traditional forms of direct control – intersect with the sedimented structures of institutional authority. These dynamics manifest within children’s bodies, which in turn become sites where control is enacted and maintained.
