Purpose: Kenya’s Competency-Based Curriculum obliges lower-primary teachers to document their planning in detail while adopting learner-centered pedagogies, however, whether either obligation translates into what learners do in numeracy lessons remains poorly evidenced. Methodology: This study analyzed 31 structured lesson observations across 26 public and low-cost private lower-primary schools in three Kenyan counties. A three-item index of observed learner numeracy mastery served as the outcome, combining strategic flexibility in producing correct answers, generalization of concepts beyond the textbook, and an assessor-verified check of learners’ exercise books. Forty-one (41) binary practice indicators were screened on this outcome with Benjamini-Hochberg correction and then subjected to multivariable regression, exact categorical analysis, cluster-robust estimation and leave-one-observer-out resampling in exploratory analysis. Four practices were corrected. Findings: Guided instruction was the most measured, with a massive difference between the average mastery of 97.1% observed and 54.2% unobserved (r = .68, d = 2.03, q = .001). The association remained statistically significant after teaching experience, class enrollment and county were controlled (b = 42.31, 95 % CI [24.99, 59.63]) and in all the leave-one-observer-out replications, using observer-clustered standard errors. There was no positive association between mastery and documentary preparation, and this effect was reversed after statistically controlling for enacted pedagogy. Unique Contribution to Theory, Practice and Policy: The results cast doubt on the notion that inspection documents of planning reflect quality of teaching. The results are provided as a hypothesis only, due to the small sample and exploratory screening.
