Continuous in-service professional development (CPD) refers to a number of different educational activities and strategies intended to improve the knowledge, skills, and attitudes that contribute to the quality of work in Early Childhood Education and Care (ECEC) institutions. This study focuses on the analysis of the way in-service ECEC teachers in Croatia describe the existing support they receive and their needs for professional development pertaining to their work with children at risk of social exclusion (RSE). A total of 42 ECEC teachers from 15 Croatian ECEC institutions were interviewed. The data analysis was based on a qualitative approach known as inductive thematic analysis. The analysis results show that teachers face many and wide-ranging risks of children’s social exclusion in their daily practice, and to the greatest extent rely on support within their home institutions. Shared reflections of teachers who work with the same group of children, peer learning in learning communities, and coaching and consultation provided by expert associates are highlighted as positive forms of support. These findings contribute to broader discussions on inclusive professional learning in ECEC by showing that effective CPD for work with children at risk of social exclusion should be practice-oriented, embedded in professional collaboration, and responsive to the diverse and context-specific challenges teachers encounter.

Introduction Research has consistently highlighted key pedagogical dynamics that shape children's engagement, exploration, and learning. Crucial elements include the flow of daily routines, opportunities for child agency and participation, and the intentional integration of indoor and outdoor learning contexts. The aim of this study was to use a person-centered approach to identify profiles of pedagogical dynamics in Portuguese ECEC contexts and to examine how these profiles relate to professionals’ perceived quality of the organization of the educational environment. Method We used the EduIn&Out Organization of ECEC Environments Questionnaire to explore educators’ characterization of their pedagogical dynamics (routine flow, children's agency, and the use of indoor and outdoor contexts) and explored educators’ perceptions of various aspects of the quality of ECEC environment, including the organization of the space, materials and equipment (both indoor and outdoor), time management and daily routines, family and child participation, coordination with the educational team and with the center's leadership. The questionnaire was completed by 757 Portuguese educators with experience in preschool education (ages 3 to 6). Latent profile analysis was used to identify profiles of pedagogical dynamics:. Results Four distinct profiles were identified, characterized by different combinations of pedagogical dynamics: (1) Constrained-Fragmented – unstable routines, predominantly adult-led activities, and indoor-centered practices; (2) Balanced-Neutral – moderately structured routines, balanced agency and balanced use of indoor and outdoor spaces; (3) Collaborative-Integrated – highly structured routines, collaborative agency and integrated indoor-outdoor practices; and (4) Participatory-Dynamic – dynamic routines, child-led agency and outdoor-oriented practices. Discussion Profiles characterized by more structured routines, collaborative or child-led agency, and greater integration of indoor and outdoor contexts were associated with higher perceived educational environment quality, highlighting the importance of coherent pedagogical dynamics for high-quality ECEC settings.

EduIn&Out Organization of ECEC Environments

This study examines how frequently and within what context United Nations member states address children in forced migration in their submissions to the 2022 International Migration Review Forum (IMRF), with a focus on young children and early childhood education and care programs. Despite the Global Compact on Safe, Orderly, and Regular Migration (GCM) of 2018 emphasizing child-sensitive approaches, comprehensive national documentation is sparse. Using qualitative content analysis, this study examines 42 IMRF reports submitted prior to the 2022 forum. The study reveals how member states address children in migration within the reports, with common GCM themes frequently mentioned including: data and information collection, legal and identity considerations, service and program availability, and governance and cooperation efforts. However, a key finding highlights the near-complete absence of direct reference to Early Childhood Education and Care (ECEC), with only two countries (Morocco and Turkmenistan) explicitly mentioning early childhood programs. Furthermore, considering the lack of evidence pertaining specifically to young children, recommendations include integrated ECEC services with efforts toward maintaining psychological support within migration policies impacting young children, and enhanced assessment methodologies, consistent reporting, and services prioritizing children's voices in decision-making, rights, and well-being. This study contributes to the discourse on young children in forced migration and ECEC to offer a foundation for future international collaboration and policy development efforts.
