Racial Equity in State Funding for Community Colleges

Elizabeth Aritonang; Denisa Gándara New Directions for Community Colleges, 2026, pp. cc.70081 https://doi.org/10.1002/cc.70081

ABSTRACT States vary significantly in both the amount of funding they allocate to community colleges and the mechanisms they use to distribute these funds (Kelchen et al., 2024; Mullin et al., 2015; State Higher Education Executive Officers, 2025). One major source of variation in state's approaches to funding community colleges is whether and how they incorporate race considerations in their funding models. For example, some states include weights for enrolling or graduating students with certain racial categorizations (Gándara et al., 2026). Including race‐based adjustments in funding models is one way to address the “education debt” owed to racially minoritized communities that has resulted from ideas, ideologies, and actions that have marginalized or otherwise harmed these communities (Ladson‐Billings, 2006, p. 5). Estela Bensimon (2007) developed the concept of equity mindedness to assess racialized assumptions about historically minoritized people . As Bensimon (2020), building on Ladson Billings (2006) and Kendi (2019), argues, addressing education debt requires anti‐racist policy, which includes naming race in policy. However, prior research documents legislators’ aversion to overtly addressing race in funding models for higher education institutions (Gándara, 2020), a reluctance that may be intensifying amid the current “anti‐DEI” climate (Briscoe et al., 2025; Lewis & Muñiz, 2024). In this context, this descriptive study addresses the questions: How do states incorporate race considerations in their funding models for community colleges? What patterns emerge in the consideration of race in funding models for community colleges in recent years? By assessing the extent to which state funding policies incorporate race‐related components, this study identifies both gaps and opportunities for addressing racialized inequities through community college finance policy. It provides examples for equity‐minded policymakers and advocates of what is missing from current funding models and what is possible in designing models that more directly advance racial equity.

Towards justice-oriented classroom assessment: extending a framework for equity commentary on Van Orman, Riley-Lepo, & McMillan’s (2026) principles for effective, equitable classroom assessment

Jennifer Randall Assessment in Education Principles Policy and Practice, 2026, pp. 1-12 https://doi.org/10.1080/0969594x.2026.2736636

Van Orman et al. (2026) offer a framework of principles for equitable classroom assessment. They describe an important contribution to the field’s ongoing shift towards more learner-centred, contextually responsive assessment practices. I argue that although the framework represents a meaningful advance towards equity, particularly in its attention to sociocultural responsiveness, multiple forms of evidence, and student involvement in assessment, it operates largely within existing paradigms of classroom assessment and stops short of interrogating the historical and structural functions of grading itself. I offer three extensions: (a) reconsidering grading as a mechanism of ranking and sorting, (b) historicising assessment within longer trajectories of exclusion, and (c) interrogating the distribution of power in classroom assessment. These extensions suggest directions for a justice-oriented framework that does not replace the authors’ contribution but extends it into territory their framework leaves unmapped-territory that will require changes in individual teacher practice and institutional/structural formation to enact.

Keystone community partnerships: Advancing the land grant mission through collective impact

Jamison Jordan Malcolm; Andrea Allio; Rachel Layvey; Rebecca Lim; Emma Steely Community Development, 2026, pp. 1-21 https://doi.org/10.1080/15575330.2026.2730934

Keystone Community Partnerships (KCP) is a community capacity building program inspired by the Collective Impact model (CI) – a project and partnership approach to achieve systems-level change by advancing equity, collaborative learning, goal alignment, and action integration. KCP leverages the collective resources, knowledge, and expertise of the university in collaboration with community stakeholders to address complex challenges and amplify existing community assets. This descriptive case study presents a literature review of CI generally, and an explanation of KCP specifically, along with community impacts and outcomes. Institutional challenges are outlined along with validation of the KCP program as an effective process to maximize broader impacts and collaborations to address these challenges. Recent community-based case studies are described to illustrate the program and its potential for engagement and impact. Finally, Youth Participatory Action Research is identified as an effective means for addressing the equity imperative within CI, as illustrated by the KCP case studies.
