Teacher Shortages: What can be learnt from Countries without a Teacher Shortage?

Ulrika Gidlund; Marcia Håkansson Lindqvist Athens Journal of Education, 2026, Vol. 13, Issue 4, pp. 703-726 https://doi.org/10.30958/aje.13-4-6

The teacher shortage is a global challenge. However, some countries are less prone to teacher shortages. The aim of this study was to examine three countries with little or no teacher shortage to explore what these countries do to attract and retain educated teachers. The three countries selected for this case study were Finland (Europe), Singapore, and the Republic of Korea (Southeast Asia). The data pertaining to these countries, as three specific case studies, come from policy documents, statistics, reports, and peer-reviewed articles. The themes in each case were thematically encoded and categorised by the described case context. The themes were identified deductively and strongly linked to the data. The results indicate that the teacher shortage and supply are related to teacher status and grounded in students’ performance and results, teacher training/education, systems for incoming and graduated teacher students, and support during their first years in their profession. Teacher status is seen as a loop in which higher teacher status leads to a lower likelihood of a teacher shortage. The conclusion is that attracting and retaining teachers is a multifaceted and complex process that is the result of many interacting aspects in each specific country’s context. Becoming actors and sites of control: the relational interplay of school architecture, institutions and children as students

Kaisu Alamikkelä; Anna Kristiina Kokko Critical Studies in Education, 2026, pp. 1-18 https://doi.org/10.1080/17508487.2026.2748163

Significant investment into school building across the Eurocentric world in the 21st century attests to the assumed transformative potential of school architecture. A new generation of school buildings intends to support emerging pedagogies by shifting from teacher-led school environments to student-centred learning environments. The flexible and adaptable architecture aims to foster student agency, self-directed learning and freedom of movement by providing spaces beyond constant conventional surveillance. However, existing research suggests that transforming school buildings doesn’t eliminate the element of control within schools but merely changes its forms. This article offers additional insight into various mechanisms of control emerging within institutionally structured environments. In an ethnographically grounded approach in Finland, we explore how the new school architecture, the conventional school institution, and the children at school shape and transform one another (with)in practices of control. We argue that these three elements become both actors and sites of control though a complex dynamic of producing each other relationally. We propose that the new school spaces – intended to move away from traditional forms of direct control – intersect with the sedimented structures of institutional authority. These dynamics manifest within children’s bodies, which in turn become sites where control is enacted and maintained.

Inclusive Education: A Comparative Study of India, Japan and Finland

Shikha Tiwari; Ritu Tripathi Chakravarty; Aarti Srivastava Journal of Neurosciences in Rural Practice, 2026, Vol. 0, pp. 1-7 https://doi.org/10.25259/jnrp_333_2026

The concept of inclusive education has gradually gained a prominent place in international and national education policies, especially in the context of equal and quality education for learners with disabilities and those with special educational needs (SEN). There is still some variation between policy and practice in education, although there have been significant advances on the policy front. Contrastive analyses are carried out in the context of inclusive education policies in India, Japan and Finland. This review sought to analyse inclusive education policy and legislation of India, Japan, and Finland, and the inclusiveness of their education systems in terms of the same set of analytical dimensions, while also aiming to capture the implementation challenges and lessons learnt that could be transferable to support the implementation of inclusive education in other national contexts. A qualitative comparative policy review was carried out based on peer-reviewed research and the official national and international policy documents. Relevant literature from the past decade (primarily 2024-2026) was synthesised, as well as existing international policy frameworks and legislation. The evidence was analysed in terms of ten dimensions: policy framework, governance, teacher training, curriculum, funding, infrastructure, assistive technology, assessment, social attitudes and education outcomes. The analysis was orientated towards similarities and differences, implementation patterns and convergences between the three countries. This review found that there is a common framework for inclusive education policy and legislation across the three countries, with some distinct differences. All three countries have made greater efforts to promote inclusive education, albeit differences in institutional capacity, governance, resources, teacher preparation, and social context still influence the implementation of inclusive education. Finland’s overall coherence, where inclusion was integrated into the general policy of educational equity and backed by a decentralised governance system, professionally autonomous teachers, flexibility in curricula, coordinated resources and learner-centred support, was strongest. Japan made significant strides by building on the progress made towards improved coordination between mainstream and specialist provision, but further work is needed to increase full mainstream participation and ensure consistency of practice at a local level. The country has a good range of legislation and policy in place, but outcomes remain limited due to regional differences, inadequate teacher preparation, limited resources, lack of infrastructure, and lack of consistency in implementation. In all three systems, the link between policy and professional capacity, institutional coordination and equitable resource provision were identified as important factors for effective inclusion. Laws alone are not enough to implement inclusive education. For sustainable progress, institutional development must be ongoing, teachers need to be prepared, learning environments need to be flexible, governance needs to work across levels, resources need to be shared fairly and social and educational conditions need to be taken into account. The comparative results indicate that it is necessary to take into account the practices of other countries and not simply replicate them, and that Finland has specific lessons to offer in terms of creating a coherent system, while Japan and India have other experiences and barriers to overcome in order to achieve a more inclusive system.

Constructing responsible citizenship: A social constructionist study of how teachers cultivate responsibility through pedagogical practices in Finland

Muchammad Tholchah; Sari Hernawati Jurnal Civics Media Kajian Kewarganegaraan, 2026, Vol. 23, Issue 2, pp. 679-696 https://doi.org/10.21831/jc.v23i2.96328

This study examines how Finnish teachers construct values of responsible citizenship in their pedagogical practices. This qualitative case study involved six teachers from early childhood and primary education in Finland and usedsemi‑structured interviews. The data were analysed thematically, focusing on how teachers narrated responsibility in everyday routines, family–school partnerships, and references to civic institutions. The analysis identified seven interrelated strategies: encouraging self‑reliance, organising collective responsibility, promoting ethical awareness, assigning practical life tasks, facilitating work‑life orientation, modelling civic trust, and collaborating with families. These strategies show that responsibility is constructed through interaction, narrative, and institutional trust, as teachers integrate citizenship values in everyday routines, ethical framings, and examples drawn from Finland. Responsibility is thereby performed as both a personal practice and a civic virtue anchored in public institutions. The study advances global debates on citizenship education and social constructionism by illustrating how responsible citizenship is cultivated as a lived practice that links everyday school life to wider social, economic, and ecological orders. Because this study mainly focuses on teachers’ views, future research should include students’ perspectives, compare contexts, and track change over time to understand how ideas about responsibility develop across diverse educational and cultural settings.

Anne Laius; Rolf Saarna; Anssi Salonen; Josip Burušić Science education international, 2026, Vol. 37, Issue 3, pp. 236-247 https://doi.org/10.33828/sei.v37.i3.3

This article reports the design and post-only transnational evaluation of the role of energy in sustainability, a module developed in the acaSTEMy teacher academy project for pre-service and in-service Science, Technology, Engineering, and Mathematics (STEM) teachers. Grounded in education for sustainable development, sustainability competence, energy literacy, systems thinking, circular economy, regenerative agriculture, transformative learning, and teacher professional development, the module aimed to make sustainability an integrative framework for STEM teaching. The study does not test pedagogical effectiveness or learning gains; it examines teachers’ perceived acceptability, usefulness, satisfaction, and applicability after implementation. Quantitative ratings and open-ended responses from heterogeneous participant profiles in Estonia, Finland, and Croatia show broadly positive perceptions, with differences concentrated especially in organization and applicability. Estonia’s in-service science teachers emphasize practical classroom transfer, Finland’s preservice education students emphasize dialogic learning and atmosphere while requesting clearer structure, and Croatia’s in-service STEM teachers emphasize systems-oriented reflection together with the need for local examples and conceptual scaffolding. The findings are interpreted as implementation evidence for sustainability-oriented STEM teacher education guidelines: retaining a common theoretical core while adapting examples, terminology, pacing, coordination, and classroom applications to participant profiles and local contexts.
